Jacksonville is reviewing a construction permit for a Texas Roadhouse at 9716 San Jose Blvd., the former Fifth Third Bank site at Kori Road near The Home Depot.

The steakhouse chain's fifth area location would seat 340 people across 8,403 square feet of interior space plus an outdoor patio. The total footprint reaches 8,879 square feet on 2.19 acres, according to the permit application first reported by the Jacksonville Daily Record on Oct. 20.

The project's listed cost is $1.5 million, though that figure can be adjusted during permitting, the Daily Record reported.

Jacksonville-based Ash Properties owns the site. Christian Oldenburg, Ash Properties' chief operating officer, said by email on Aug. 13 that the land will be leased to Texas Roadhouse, the Daily Record reported in August. The chain's public relations team said it would lease the land but build the restaurant itself.

The company said in an Aug. 14 email that it picked the Mandarin location to complement its existing footprint. "We chose this site because we feel it fills a gap with our existing Texas Roadhouse locations," the PR department told the Daily Record.

The chain already operates in the Jacksonville area at River City Marketplace, in the Town Center area, in Orange Park and in St. Augustine.

GreenbergFarrow, the project's agent and engineer, is based in New York City and Chicago. No contractor has been identified in the permit filing.

The city issued a demolition permit for the former Fifth Third Bank in October 2025. Earlier site-development plans described the project on 1.79 acres, but the construction permit application covers 2.19 acres.

At the Southeast Citizens Planning Advisory Committee meeting on May 18, City Council District 6 member Michael Boylan reported a variance application for the site. It sought to increase parking from 115 to 180 spaces. The application was deferred to allow further discussion with a neighboring property owner, according to the meeting summary.

Texas Roadhouse has not shared a construction timeline.
