The Duval County School Board votes Tuesday, Sept. 1, on new rules governing how the district closes and consolidates schools. The policy carries direct weight in Mandarin, where the closed Kings Trail Elementary campus was sold in March.
The board will also vote on a $2.2 million preconstruction contract for a new Venetia Elementary School on Jacksonville's Westside, the Florida Times-Union reported. Both items are on the board's agenda.
What the closings policy would do
The proposed policy would set a target of 85% to 100% facility utilization for district schools, based on a state inventory of buildings. It would also establish planning thresholds of about 500 student desks for elementary schools, 1,200 for middle schools and 2,000 for high schools.
Any school closure, consolidation or boundary change would require a separate board vote under the new rules.
A 2024 consultant's report suggested larger targets: elementary schools of 800 to 1,200 students, middle schools of 1,200 and high schools of 2,400. The adopted thresholds are smaller than those projections.
Why it matters in Mandarin
The board voted in March 2026 to sell the Kings Trail Elementary campus at 7401 Old Kings Road South to Dream Finders Homes for about $3.7 million, according to News4Jax. The Jacksonville City Council then approved rezoning the 12.41-acre site on Aug. 11 for up to 110 single-family homes, the Jacksonville Daily Record reported.
The new closings policy would formalize the process for any future consolidations. DCPS announced in June 2026 that some families would see school consolidations, boundary changes or relocations for the 2026-27 school year.
Board member Cindy Pearson said at the Aug. 19 meeting, according to the Times-Union, that the district's aging buildings drive the push. "We have old buildings and we have too many buildings," Pearson said. "When we could decrease that inventory, in some cases build new schools that should not have deferred maintenance … I think, going forward, we will be in a better condition."
Venetia Elementary rebuild
The Venetia preconstruction contract would go to STG Contracting Group. The new school is scheduled to open in August 2028, replacing a building that has held classes since 1942. Enrollment stood at just under 350 students at the start of the 2025-26 school year.
The district sought bids in 2023 for a school serving about 800 students, though some plans suggested capacity could reach 1,200. Superintendent Christopher Bernier told the board at its Aug. 19 meeting that the preconstruction vote would not lock in a 1,200-student school, the Times-Union reported. A full construction contract with a final price tag will come before the board later.
Neighbors have pushed back. Opponents distributed about 1,500 flyers around the community east of Roosevelt Boulevard, arguing the district is overestimating population growth in the area. At the start of August, the board approved a plan to close nearby Ortega Elementary by May 2028 and move its students into the new Venetia.
The board meeting begins at 6 p.m. Tuesday, Sept. 1, at the DCPS Administration Building, 1701 Prudential Drive.
