Dutch Bros Coffee has identified Mandarin as one of a dozen neighborhoods where it wants to build a drive-through kiosk, though no specific site or timeline has been announced.
The Oregon-founded coffee chain's Northeast Florida expansion is accelerating. Jacksonville is reviewing site-clearing permits for two new Dutch Bros locations elsewhere in the city, the Jax Daily Record reported Sept. 3. Mandarin appeared on the company's list of target areas alongside East Arlington, Flagler Center, Harbour Village, Old Arlington, San Pablo/Beach Haven, West Jacksonville, three sites in St. Johns County and at least one each in Clay and Nassau counties.
No permit application, site plan or address for a Mandarin location appears in city records as of the Sept. 3 report.
Two Kiosks Already Moving Through the Permitting Process
The two kiosks moving through permits are at 2480 Monument Road in East Arlington and 13475 Atlantic Blvd. in the Harbour Village shopping center. Each would be a 986-square-foot building with dual drive-through lanes and a walk-up window. Neither would offer indoor or outdoor seating. The East Arlington project, developed by Pursuit Development LLC of Albany, Georgia, carries an estimated construction cost of $630,000. The Harbour Village kiosk, with Bear Global Construction of Bradenton as contractor, has an estimated horizontal development cost of $700,000 and a building permit estimated at $1.3 million.
Chain Has Opened Five Kiosks Since 2024 Debut
Dutch Bros announced plans to enter Northeast Florida in 2023 and opened its first area kiosk in August 2024 in St. Augustine. Five kiosks are now open across Baymeadows, St. Augustine, Saint Johns, Southwest Jacksonville and West Jacksonville.
Florida Store Count Climbs to 39 as National Footprint Grows
The company had 1,225 locations in 25 states as of June 30, including 39 in Florida. That Florida count grew from 33 as of March 31, a gain of six stores in three months, according to the Jax Daily Record's earlier May 26 report. Dutch Bros went public in 2021 and moved its headquarters to Tempe, Arizona, in 2025.
No hearing date, site plan or public comment period has been scheduled for a Mandarin location along the San Jose Boulevard corridor or elsewhere in the area.
